TLPOA ANNUAL MEETING MINUTES – 2017
Meeting called to order at the Bridgeport Elementary School, Sunday, July 2, at 9:05 a.m.

Community Speakers:
John Peters, the new county District 4 Supervisor elected in November 2016, introduced himself and discussed the following topics:
- Mono County is now using community based planning, emphasizing collaboration and regional approaches to address county issues. To that end, Supervisor Peters encourages our members to contact him regarding any topics specific to our community and Mono County. You can contact him at: jpeters@mono.ca.gov
- State AB 109 approved funding for new local prison facilities. Bridgeport received state funds and county officials chose the site of the old medical clinic on Twin Lakes Road for construction of the new prison. The prison will have 48 beds and will provide medical services. The facility will house offenders with sentences up to five years, which means more serious offenders will be jailed at the local prison. Security needs are being addressed and Sup. Peters mentioned it will be a more secure facility than the current jail, and will look more like a typical government building. Local residents can use the prison’s medical services.
- Mammoth Hospital closed the local medical clinic. Resources must be identified to consider reopening a medical clinic. The only current possibility is Toiyabe Public Health, which is considering devoting resources to supporting health services in Bridgeport.
- John confirmed paramedic services are available for our area 24/7.
- Internet services continue to expand for Bridgeport. Fox Industries provides high speed internet services to Twin Lakes Estates. Contact Chris or Jen Nichols at Fox for details.

Jeremy Marshall, District Ranger, U.S. Forest Service:
Jeremy has been the District Ranger for one year. Jeremy stated his staff works closely with local and state government in support of forest service goals and supports community based planning. He provided a map showing areas where handwork thinning will occur covering 84 acres. Sean discussed firefighting services and encouraged us to please call if there are any issues with fire safety or flooding of roads. The local roads are important relative to fire and life safety issues. Sean confirmed the CodeRed Emergency Alert System is available and you can register on the Mono County Sheriff’s website at: http://www.monocounty.ca.gov/sheriff/page/codered-emergency-alert-system
Vanessa, the district’s defensible space expert, discussed the main steps of defending your residential space and provided brochures on the topic. Jeremy encouraged everyone to contact him and his staff with questions or issues relative to the Forest Service.

Dawne Emery, Aquatic Recovery and Restoration, CA Dept of Fish and Wildlife: Dawne provided an informative slide presentation on her department’s efforts relative to recovery and restoration. Her presentation included discussion of native trout and non-native trout throughout the local region and areas that are being restored. She provided brochures on California’s Wild Trout Program.
TLPOA Business:
2016 Minutes: Our President, Glen Sittel, asked for corrections & additions to the 2016 minutes and financial report. Hearing no corrections/additions, Glen motioned we accept the minutes & report, the motion was seconded, and the members approved.
Treasurer’s Annual Financial Report: Glen announced the recent resignation of our Treasurer, Helene Frakes, due to health issues. Copies of the 2016 calendar year and 2017 to date financial reports prepared by Helene were provided. Glen summarized the statements and members had no questions or comments.
Membership Update: Glen provided a membership update. Not including dues paid at the meeting, as of July 1st, we had 67 paid dues and 52 unpaid dues. The final membership total for 2016 was 111 paid and 8 not paid. Glen sent out reminders to the 8 unpaid in his spring letter encouraging them to reinstate their membership for 2017. He will send out a reminder to all unpaid members by the 1st of August. Non-paid members will be removed from the roster and a new roster will be provided by October 1st.
Local Donations: Glen reminded everyone of the charitable contributions we make to local organizations. A motion was made to continue the same donations this year for the same dollar amounts. The motion was seconded and the members passed the motion.
Business Directory: No new businesses have signed up to be listed on the website directory. Lou will continue to seek new business participation.
Twin Lakes Estates Roads: Concerns were raised due to the excessive water drainage impacting the roads. It was clarified the Annettes own the roads and the responsibility of maintenance is not the Association’s. Bob Wilson suggested that a few interested members set up a meeting with Norm to determine if he has any plans for road maintenance and start a dialogue concerning the roads. He mentioned Robert McClure and Rob Lewallen have expressed interest and they have knowledge in road construction and maintenance. The main issue is some of the culverts have clogged, or are not handling the increased flow. Even though the roads are private, the Forest Service and local law and safety agencies are interested in maintaining road access. Glen will determine if the above recommended members (Robert and Rob) are interested in pursuing this issue and meeting with Norm. This should not preclude anyone from discussing a road issue with Norm and it is still recommended if you plan to do something that impacts the roads, you discuss it with Norm prior to proceeding.
Lake Cleanup – Chairperson Diane Wilson: The cleanup will be on Sunday, September 10th at 8:00 a.m. Meet at the bridge on Patterson Ave.
Signs: Greg Eisele has painted 10 signs and next year anticipates some signs will need new concrete bases. Contact Greg if you have any sign concerns.
Fire Safety Council: John Hicks stated he can provide contact information for site inspections performed by the Forest Service for defensible space. John and Bob Wilson can provide coupons that allow you to take yard waste to the dump and avoid the $5 fee. John informed everyone Rick Edney can provide chipping services again this year for the same price of $1,300 per day and to expect a need for two days. The members agreed to fund two chipping days for this year. The dates are set for the 17th and 18th of October. John feels we should still offer chipping day to non-members. Members agreed as long as non-members provide a payment for participating. John stated he will send an email concerning details for chipping day. It was mentioned a fire hydrant that used to exist at Aspen and Kirkwood is no longer there. It was recommended those concerned contact Norm Annette to discuss if this hydrant will be reinstalled. John Hicks recalled a few years ago it was determined that new hydrants would be paid for by impacted residents.
Parade/Website: Ramona updated the group on the TLPOA parade float. She asked for volunteers to help with final preparations at the pre-parade party hosted by Ramona and Rockey starting at 3:00 p.m. on July 3rd. For people participating in the parade, meet at Busters at 8:30 a.m. on July 4th. The website is up to date and Ramona desires to retire as the main person responsible for the website. She can still assist, but requests the association try and find someone new to take over main website responsibilities.
Annual Picnic/Potluck: The annual potluck date discussed and approved by the members at the meeting is Saturday, September 9th. The potluck will be at Memorial Hall in Bridgeport and start at 4:00 p.m. Pat Ulm mentioned the Bridgeport Gun Club recently used the school cafeteria for a dinner/fundraiser and this might be a possibility for having our picnic on the Labor Day weekend. (Memorial Hall is never available on Labor Day weekend) Glen Sittel contacted the school district and they do not allow alcohol on school property during the school term.
Board Member Elections/Discussions: The President, Vice President, and Member at Large positions were up for election this year. Glen Sittel stated he asked for interest in these positions via his annual spring letter and received no responses. Glen, Lou, and Candy agreed to serve one additional year beyond their two year term and the members agreed to this extension. Glen requested anyone interested in assuming the Treasurer position to please contact him. For now, Glen will assume the Treasurer duties and the members agreed to allow this.
